This article is an excerpt from a research that brings to the debate the difficulties in the teaching and learning process in the degree courses of public and private universities. It aimed to identify the main difficulties of teachers and students in approaching and studying the subject of Introduction to Libras (Brazilian Sign Language) in the higher education institutions. This research is constituted as a qualitative field research. The subjects of this research were ten professors of the subject in question, from public and private higher education institutions in the metropolitan region of Belém, and twenty students from the licentiate courses in pedagogy, mathematics and physics at higher education institutions in the federal education network. In the first stage of the research, the difficulties faced by teachers and students in approaching and learning Libras in undergraduate courses were analyzed, whose data were produced through semi-structured interviews; In the second, the project's actions focused on the elaboration of an educational coursebook as support material for the learning of Libras as a second language for listeners. The results show that there are some weaknesses in the teaching-learning process of Libras, that is why there is the need to produce material that could help throughout the course.
